SENATE PASSES WHISTLE BLOWER PROTECTION BILL

The Whistle Blowers Protection Bill has been passed by the Senate.

The bill, sponsored by Sen. Biodun Olujimi (PDP-Ekiti) was passed on Wednesday after a third reading. It scaled second reading on Oct. 19, 2016.

Presenting report on the bill before its passage, Chairman, Committee on Judiciary, Human Rights and Legal Matter, Sen. David Umaru, said a thorough job was done to ensure that the bill stood the test of time.

He said that the bill would facilitate and encourage the disclosure of improper conduct by persons, public officers and corporate bodies, private and public. He also said that the bill, when passed, would ensure that matters disclosed were properly investigated and handled appropriately in accordance with the law.

The chairman further said the bill would ensure adequate protection of whistle blowers from reprisals, victimisation, isolation and humiliation, which were some of the consequences of whistle-blowing.

“This legal framework also contemplates financial reward for any disclosure that leads to discovery and recovery of funds, properties and so on, so as to serve as incentive to potential whistleblowers.
“On the whole, this mechanism is a recognised concept which has been adopted by many countries of the world and it has helped in the fight against corruption. “Further inputs that were not contemplated in the bill were included as we carried an extensive research to ensure that it met international best practice that will enable it stand the test of time,’’ he said.

After presentation of the report, the lawmakers subjected the bill to clause-by-clause consideration, and it was subsequently approved through a unanimous voice vote.

In his remarks, the President of the Senate, Dr Bukola Saraki, commended the lawmakers for their dedication to ensuring that the bill scaled third reading. He said that passage of the bill was one of the efforts of the National Assembly to ensure that the fight against corruption was won in the country.

He said, “a landmark has been made today and this will definitely help patriotic individuals who risk their lives in the fight against corruption.
“This law will be able to protect them and encourage others. This is part of our commitment to supporting the government in the fight against corruption.’’

GOV YAHAYA BELLO PROSCRIBES KSU ASUU, ORDERS ALL LECTURERS BACK TO WORK IMMEDIATELY ELSE THEY LOSE THEIR JOB

Governor Alhaji Yahaya Bello has announced the proscription of the Kogi State Chapter of the Academic staff union of Universities with immediate effect.

The governor announced the proscription today after an emergency state Executive committee meeting.

Alhaji Yahaya Bello said the decision became necessary as all efforts to make members of the institution see reasons for the calling off their over six months old strike action has failed.

He said, “Throughout last week, I undertook a tour of the tertiary institutions in Kogi State with a view to having first-hand information about the problems in the schools, but while others have since resumed, ASUU-KSU have refused to call off their strike action.
According to him, “as a government, we have fulfilled over 90 percent of their demand and have even gone a step further to pay all outstanding salaries of both cleared and uncleared staff including those that have committed one crime or the other”.
This he said was in spite of the fact their decision to shut down the institution had resulted in increase in violent crimes on Ayingba and its environs, adding that “as a responsible government who has high regard for education as the pillar of the future of the state, we cannot afford to fold our hands and watch the future of our youths mortgaged”.
The governor also ordered the striking lecturers back to work failure of which they should consider themselves out of job in the institution.

He directed the governing council of the University to ensure the security of lives and property and also ensure that no staff willing to work suffers any form of harassment or intimidation.

EX GOVERNOR OF JIGAWA STATE LANDS IN KUJE PRISONS - SEE DETAILS

Less than just five days after a High Court of the Federal Capital Territory, Maitama, Abuja, granted bail to a former Governor of Jigawa State, Saminu Turaki, a Federal High Court in Abuja on Tuesday ordered his remand in Kuje Prison, Abuja.

According to a The Punch report, although Justice Nnamdi Dimgba of the Federal High Court granted bail to the ex-governor on fresh bail conditions on Tuesday, he ordered the defendant to remain in Kuje Prisons, Abuja, pending when the bail conditions were met.
Justice Dimgba gave the order shortly after the Economic and Financial Crimes Commission re-arraigned Turaki and three companies on 32 counts of money laundering offences involving about N37bn.
The defendants allegedly committed the offences between 2006 and 2007 while the former governor was in office.
Turaki, alongside his co-defendants — INC Natural Resources Ltd., Arkel Construction Nigeria Ltd and Wildcat Construction Ltd — were earlier arraigned before the Dutse, Jigawa State Division of the Federal High Court, in 2011.
But he was said to have since evaded trial until the EFCC, acting on an arrest warrant issued against Turaki by the court in Dutse about three years ago, arrested him on July 4, 2017, at an event in Abuja.
While the EFCC was facilitating how to produce him before the court in Dutse, the judge went on his annual vacation and Turaki then filed a rights enforcement suit before the FCT High Court in Abuja, seeking an order of the court releasing him from the anti-graft agency’s custody.
He also filed an interlocutory application which he urged the court to consider before the hearing of the main suit.
The application was opposed by the EFCC on the grounds that with Turaki’s antecedent of jumping bail earlier granted him six years ago by the Federal High Court in Dutse and his evasion of the arrest warrant issued by the same court about three years ago, he would likely jump bail again.
But in his ruling on Thursday, Justice Yusuf Halilu of the FCT High Court granted bail to the ex-governor on conditions which merely required him to submit his travel documents to the registry of the court, produce “two reasonable sureties” residing in Abuja, and sign a register to be opened at the EFCC’s office every two weeks.
But instead of releasing him, the EFCC filed afresh in the Federal High Court in Abuja, the same set of charges already pending against the defendants before the court in Dutse.
The anti-graft agency then re-arraigned Turaki and the three companies before Justice Dimgba in Abuja, being the only judge sitting as a vacation judge in the northern region of the country while the other Federal High Court judges proceed on vacation.
After Turaki pleaded not guilty to the 32 counts on Tuesday, Justice Dimgba said he was inclined to granting bail to the ex-governor “in deference” to the earlier bail granted the defendant by Justice Halilu of the FCT High Court.
He asked the prosecution and the defence led by Mr. Ahmed Raji (SAN), to agree on the bail conditions to be imposed on the defendant.
The judge resumed sitting after about 10 minutes.

HEALTH TIP: HOW MUCH WATER YOU SHOULD REALLY DRINK.. DETAILS...

The body is made up of about 60% water. Every system in your body needs water to function. We lose some of this water everyday in various ways, especially through urine and sweat.
When you drink water, you replenish the water lose. Without enough water, your body cannot function properly. Your recommended intake is based on factors including your s*x, age, activity level, and others, such as if you’re pregnant or breastfeeding.
Water regulates your body temperature, lubricates your joint, protects your spine and other tissues, helps you eliminate waste through urine, sweat and faeces. Water keeps your skin looking healthy, and can also help manage your weight since it contains no calories.
Drinking too much water may lead to dehydration. Drinking too much water may lead to hyponatremia, when the excess water in your system dilutes the electrolytes in your blood and reduces your sodium levels.
The question of how much water one should drink in a day is one that has brought about many different opinions. Health authorities tell you to follow the 8×8 rule, which is drinking eight 8-ounce glasses of water everyday. That is about 2 litres. But when you think of it, you cannot really tell how much water you need as this depends on the individual. A bigger person will require more water than a smaller person.
Also, someone who jogs every morning will need more water than someone whoHow much you should actually drink is more individualized than you might think. The Institute of Medicine (IOM) currently recommends that men should drink at least 104 ounces of water per day, which is 13 cups. They say women should drink at least 72 ounces, which is 9 cups. Even still, the answer to exactly how much water you should drink isn’t so simple. doesn’t.
The current recommendation for adults around 3.7 liters for men and 2.7 liters for women. Staying hydrated goes beyond just the water you drink. Foods make up around 20 percent of your total fluid requirements each day. Along with drinking your 9 to 13 daily cups of water, try to eat lots of fruits and vegetables.
Drink extra 1.5 to 2.5 cups of water each day if you exercise, more if you work out for longer than an hour. Take more water than usual when it gets hot because you lose more water when you sweat.
When you have a fever, vomiting, or diarrhea, your body loses more fluids than usual, so drink more water. Your doctor may even suggest adding drinks with electrolytes to keep your electrolyte balance more stable.
Drink when you are thirsty and every time you eat. Carry a water bottle around with you to drink from when you get thirsty, especially when going on trips or when working out. In all, drink water like your life depends on it, because it does.

DRAMA AS TWO HORNY WOMEN R*APE FATHER OF FOUR TILL HIS P*NIS BRUISED

Chivamba, a teacher from Mashonaland East who lives in Chitungwiza area of Zimbabwe, has narrated how two women r*ped him till his p*nis became bruised after he was kidnapped.

According to The Standard, the 48-year-old father of four never believed stories about female rapists till it happened as cases of women r*ping men in Zimbabwe has become rampant.

Here’s what the Chivamba had to say about the incident that has left him “confused, traumatised and dejected.

“No man would ever want such an experience and as for me, I would give anything to avoid a repeat, even in a dream” he said.

"My family stays here in Chitungwiza and I was on my way back to Macheke after a weekend visit when this tragedy happened. I usually prefer to use buses when travelling but as fate would have it, that day I flagged down a private car, a BMW and it stopped. The driver told me that he was going to Mutare via Marondera and that was perfect for me.

"There were three women already in the car, one sitting on the front passenger seat and the other two on the back seat. I got in and sat with the two women at the back and we took off."

He said everyone was very friendly and the driver seemed to be in a romantic relationship with the woman sitting with him in the front.

"They were all drinking beer which was in a cooler box and when we got to Ziko shopping centre they stopped to refill. One of the ladies offered me a beer and I politely turned her down since I was not feeling well. I settled for a cascade which she handed over to me.”

Chivamba said as they approached the Dema toll gate the driver took the dust road which many other drivers used to avoid paying toll fees.  At this time, he said he had finished his drink and was already feeling dizzy.

"I thought maybe it was the effects of the tablets that I had taken that day since I was having a running stomach. I fell asleep and the next moment I found myself in a small room with a small bed. I screamed but no one came to my rescue. My manhood felt itchy and when I looked down I realised I was bruised.

"I felt weak and I was confused. Then the two women who I was sharing the back seat within the car entered the room. They appeared to be much younger than the one who was seated at the front. They began removing their clothes and told me that they wanted me to have sex with them. I refused but one of them who appeared very drunk produced a pistol and told me that she would not hesitate to kill me.

“They tied both my hands, and began caressing me like what happens in a porn movie. They would take turns to suck my manhood and forcibly having s*x with me. I was made to take another drink and soon after I had an erection. They would not stop raping me despite my pleas for mercy. One of the women used a condom but the other one wanted unprotected sex.

"The next day the women, while masked with a woollen hat, brought food for him into the room where he was locked. Later that day, they bundled him into their car and they drove for some time before he was dumped along Wedza-Murambinda road.

"That was my first time to be in Wedza. I was assisted by some young men who directed me to Wedza centre where I reported the matter to the police. The police then took me to hospital where I was given treatment for the bruises on my manhood and also medication to prevent infection. I am grateful to the police and the staff at the hospital” he said.

Chivamba sustained injuries on his manhood, suffered chest pains and was put on 30-day medication to prevent him from contracting the HIV virus, a medical report shows. He now moves around with the aid of crutches, and each time he goes to pee, the scars on his manhood bring back the memories of how he suffered at the hands of the female rapists.

REVEALED: WHY MEN ARE IRRESISTIBLY DRAWN TO THE FEMALE BREASTS

Men who have s*x with women seem to have a certain fascination with women’s breasts. Perhaps that is why the female chest is ever on display everywhere — from restaurants to nudist magazines, to beer or car advertisements.
Writing in peer-reviewed journal, The Psychology of Sex, Dr. Justin Lehmiller, suggests that there is an evolutionary basis for male’s fascination by female breasts.
Tracing it back to human evolution, Lehmiller proposes that female breasts only became a significant factor in attraction when human beings started walking upright.
Before we started walking on two legs, the biggest source of visual excitement for men was the female buttocks, he proffers.
“However, when we stood up, the buttocks were no longer as prominently displayed. As a result, the thought is that the breasts became bigger and more pendulous in order to mimic the visual appeal of the buttocks,” he says.
Another theory has it that men had developed a preference for breasts because stimulating them enhances bonding with a female partner.
“The basic idea is that women find breast and nipple stimulation to be sexually pleasurable. In fact, some women find nipple stimulation so pleasurable that it can lead to orgasm in and of itself,” the researcher claims.
He adds that breast stimulation causes the release of oxytocin in the brain — that is the hormone that facilitates bonding between humans. Research has shown that it plays a role in the bonding that occurs between mother and child during breastfeeding, as well as between romantic partners who have sexual contact.
Some scientists also believe that men have developed an attraction to breasts precisely because breast and nipple stimulation tap into this neurochemical bonding system that can bring couples closer.
Other theories also aver that breasts may be desired because they indicate sexual maturity and fertility status.

The Lagos State Government has announced restriction of vehicular movement across the state on Saturday, July 22, in view of the elections that will hold across the 20 Local Government and 37 Local Council Development Areas (LCDAs) of the state.

In a press release on Sunday by the State’s Commissioner for Information and Strategy, Mr. Steve Ayorinde, the restriction of movement across the State will be enforced between 8am and 2pm on Saturday July 22, to allow for a smooth conduct of the polls and unhindered participation.
According to the Commissioner, the State is known for peaceful conduct of elections, and as such, urged residents to be peaceful and orderly on Saturday to cast their votes in their respective wards for Chairmen and councilors who are expected to drive development at the third tier of government.
He explained that as the election that will bring on board a new set of public officers for the next four years at the local government level, the restriction will allow the Lagos State Independent Electoral Commission (LASIEC) and the security agencies to distribute electoral materials in good time and ensure the sanctity of free and fair electoral process.

WHY GOVERNMENT IS STOPPING THE PRODUCTION OF LOCAL MOVIES, MUSIC ABROAD - INFORMATION MINISTER

While speaking in an exclusive interview with Premium Times, the Minister of Information and Culture, Lai Mohammed, reacted to criticisms trailing his recent pronouncement on steps being taken by the government to discourage the production of Nigerian movies and music outside the country.
The outspoken APC politcian, said the move by the Buhari-led federal government was to tackle the exploitation of perceived loopholes in the Nigerian Broadcasting Code, NBC.
He said; “The NBC code today as it stands has been exploited and not defined and that’s why movies being directed by Nigerians with Nigerian actors, actresses can be shot in South Africa and then brought back to be consumed in Nigeria.

“All we are saying is that we are going to amend the code in a manner that it will not be possible for you to exploit any loophole there to go and shoot outside Nigeria film, music or programs that are meant to be consumed in Nigeria,” Mohammed said.
TORI News had reported that the minister on Saturday, said the government had taken steps to get the Nigeria Broadcasting Code (NBC) to put an end to the trend of producing Nigerian music, movie and programs abroad.
Mohammed's comments drew criticism from Nigerians who asked the minister to address the issue of government officials going for medical treatment abroad first before sanitising the movie industry.
However, the minister said the government had no ill-feeling in its move to dissuade Nigerian films from being produced abroad.
“It is not directed at any particular incident, every country should respect the local industry of other countries. For example, in Ghana they introduced a law today that demands visiting actors to pay a thousand dollars to the government coffers while visiting directors and producers pay 5,000 dollars. We must create an enabling environment and also generate revenue from our creative industry.

“The argument is simple, when you go to shoot a film offshore, you use the work force of that country to develop the capacity of that country and you improve the economy of that country and that is what we are trying to do here.”

HOW I LOST MY GIRLFRIEND TO JESUS - MAN SHARES TOUCHING STORY

This is not originally mine; it is an adaptation from an anonymous convert’s experience on the walk to heaven.
My girlfriend visited me for a weekend and I took her along to a church programme where I was invited.

The two guest speakers for the first and second days were wonderful. We laughed and shouted Fire and even sowed seeds for greatness. And I took my girlfriend back to my house. However, the guest speaker that came on the last day turned the whole programme sour for me. He neither wore any big shoe nor expensive suit. His haircut was even disheveled. Unlike other guests before him, he did not have any escort or security. But I noticed that the moment he climbed the pulpit, the atmosphere changed.

He started singing: “Something more than gold… Something more than silver…The Word of God in the heart of a believer, is something more than gold.”  And within five minutes, I began to see something like a mist, like a thick cloud inside that auditorium. It was not long before I began to hear cries of men and women, boys and girls. The church hall was tense. You would wonder if this was the same church we had been coming to for the past two days…”Lord, help me”…”Forgive me Jesus…” “Don’t leave me this way” …
The glory inside that house was too much. When I managed to open my eyes, I didn’t see anybody standing. I was the only one on my feet. The host pastor was on the floor, in front of the church, with his wife. The assistant pastors were with him in front of the church, crying. The preacher was lying flat, crying on the altar…  And for more than 1hour 45 minutes, people were rolling on the floor, crying their hearts out.

I was still standing, looking around for my girlfriend unsuccessfully. When I eventually found her, she was crying and was blasting in tongues. I can’t forget what she told me: “Felix, when that young pastor was singing that song, my eyes were opened and I saw Jesus for the first time in my life. I saw the kind of splendour I cannot explain. I saw His wounds… I saw Him on the Cross… I saw Him calling me to surrender my life to Him…Felix, something has happened to me… And I am no more that same person.
“Felix, did you not feel what I felt? Did you not see what I saw? What I saw is worth more than the whole world. I saw a crown that I cannot lose… Felix, I have to surrender to Jesus…I know I love you and you love me too…. But I have to let you go. At this moment, I have surrendered to Jesus…. It will be better to lose you than to lose that crown that I saw.”
Tears had dried on our bodies and fresh ones were coming. I could not even stop her, as she left me. The girl I knew before had changed. It dawned on me that that young man of God had made me lose the girlfriend I loved so much.

As I rolled from one part of the bed to another, alone, inside my room, from morning till night, I began to blame myself for taking her along to that programme. Don’t blame me; I was not born again then. Where else was I going to see another girl who would love me like she? I was furious, but deep down in my heart, I knew that she had met with God. I knew that this was exactly how it used to be in 1980s and 90s before satan came to church.

My friends told me to give my girlfriend some time that she would run back to me when memories of our sinful past would begin to haunt her…I waited for months and years, up till now, she never did.

And thank God, in the fullness of time, when it pleased the Lord to intercept me from a speedy journey to hell, I understood what happened to my ex-girlfriend. Several times, I have seen that same thing she saw that made her lose me and not care about it. Brethren, if you see what she saw, you would never be afraid to lose any man, or woman, or honour. Lord, anybody, anything can go; I don’t want to lose the glory you showed me!

Why do we complain that nobody will host us in his big auditorium and give us big honorarium? We did not see honorarium before we left all and embarked on this journey. We saw a crown that we must not lose on the last day. Many are already wearing their own crowns here… They have forgotten the encounters God used to give them when they first met Jesus.

We don’t need those who want to show everyone that they are succeeding in ministry, even when, they are not known in Heaven. Our lives are better with fewer people whose eyes are still on that Crown.

In the last crusade where you ministered, you came back with car keys… Laptops, Iphones and landed documents… But there were no tears of repentance. Sinners came as sinners, sowed their seeds as sinners and left as sinners. When again are we going to see you preach and men will start falling over another, even without altar call, asking God for repentance from their adultery? Your choristers are already singing with snared hearts. When are we going to hear somebody say about you, that: “This is that man of God that I heard and I left my sins and did not go back to them again?
Brethren, I don’t know what they tell you in your church every Sunday. I know you want to shun your evil ways, but the church you submitted to seems not to have a problem with your sinful lifestyle. From year to year, they don’t preach against sin; only giving you 100 ways to make wealth, even when you are sinking miserably in sin and addictions. Brethren, stop playing church while you are feasting on your vomit. It’s time to cry for an encounter. How long will you keep falling and rising and falling again? It’s time to cry for just one touch of Fire…I am sure heaven will not shun your wet eyes and cracked lips.

Re: Time to Christianise
Nigeria
Let me advise you; purify yourself before advertising your religion to others. Let me cite an example, in all the paintings of the Virgin Mary you always depicted her with a large and flowing veil, which covers her whole body. Do your girls and women follow her footsteps in covering their body? I think if someone dares to depict her, wearing a sexy and skimpy dress, you will regard that person, as someone who commits abomination, right? Wearing a sexy and revealing dress is now the order of the day among your women, even in churches; a situation which regularly attracts the attention of your pastors. Better to keep your house in order before going to others.

ALEXIS SANCHES BREAKS HEART OF ARSENAL FANS WITH LATEST DECISION - READ

Alexis Sanchez has reiterated his desire to play in the Champions League as he made his latest plea to Arsenal to let him leave the club.

The 28-year-old forward was the Gunners’ shining star in a disappointing campaign last season where they finished fifth and failed to qualify for the Champions League for the first time in Arsene Wenger’s reign.

But Sanchez, whose contract expires next summer and who is understood to want to join former boss Pep Guardiola at Manchester City, is not willing to wait another year to return to European football’s premier club competition.

"I want to play in the Champions League,” he told reporters in his native Chile.

“The decision isn't down to me, I need to wait for Arsenal.”
Reiterating claims he made in the wake of the Confederations Cup, where Chile lost the final to Germany, he added: "I've made my decision, now I wait for Arsenal's reply.
"The idea is to play in and win the Champions League. It is something that I have dreamed about it since I was little.”
Manchester City are understood to be quietly confident that they can sign the player this summer and he forms a big part of Guardiola’s planned recruitment drive.

Bayern Munich have also retained an interest in the former Barcelona forward but can’t offer him the personal terms he requires. Arsenal are understood to have offered Alexis the biggest contract in their history to remain at the club, but as of yet the Chilean has shown little inclination to extend his deal and while Arsenal’s stance remains that the forward will not be sold.

If no extension can be agreed then the 28-year-old can leave on a Bosman next summer.
