FG AUDIT EXPOSES FRAUD IN UNIVERSITY OF IBADAN..BILLIONS OF NAIRA CANT BE ACCOUNTED FOR

A financial audit of the University of Ibadan (UI) ordered by the Office of the Accountant-General of the Federation (OAGF) has exhumed a welter of financial misconduct and brazen disregard of fiscal regulations by the management of the country’s first university. 
 
The audit, according to the its report dated 10 November 2016 and exclusively obtained by SaharaReporters, spanned six financial years (2010-2015). Titled “University of Ibadan Interim Process Audit Report,” the document is an anthology of spectacular sharp practices. The scope of the audit, stated OS Professional Services, the firm hired to conduct it, included a critical review of the university between 2010 and 2015), confirmation of the sources and quantum of the funding received from the Federal Government and reconciliation of same with the OAGF records.
 
Also stated as part of the scope is the identification of constraints and areas of improvement, review of revenue sources to the university and the effectiveness of revenue generation and accounting. The audit similarly set out to establish the cost of income ratio of operations and make appropriate recommendations for the management of the university.
 
OS Professional Services stated that its work was impeded by, among other things, shoddy book-keeping, which manifested in the non-availability of financial statements for years ended 31 December 2013, 2014 and 2015, as they were yet to be prepared at the time the audit was concluded.
 
The firm also stated that the relevant books of accounts of the university were not updated for the above stated period. Another impediment was the unwillingness of the heads of the university’s bursary to release relevant information and documents for review by the firm.
 
According to the audit firm, the University of Ibadan did not produce monthly, quarterly or yearly management accounts between 2010 and 2015 despite having over 300 accounting staff in its bursary department. This anomaly, said OS Professional Services, entitles the bursary department to investigation by OAGF.
 
The audit firm observed that, very curiously, cash balances of over N1.25 billion were written off from the university’s bank balances after bank confirmation letters were received in respect of bank balances for the 2010/2011 financial audit. This was done without documented valid approvals.
 
In another case, N36 million and N1 million got written off as petty cash in 2009 and 2010, respectively. The auditors also observed a major cash difference of N300 million between the Central Bank of Nigeria CBN capital account cashbook position and the trial balance in 2011. Curiously, this was written off as cash adjustment by the external auditor without adequate investigation.
 
On the basis of its ropey book-keeping, the audit firm concluded that the University of Ibadan is unprepared to adopt the International Public Sector Accounting Standards (IPSAS) for its financial reporting process. 
 
The auditors reasoned that UI should have converted to cash basis IPSAS by 1 January 2014 and accrual basis IPSAS by 1 January 2016, as dictated by the time table of the Federal Government.
 
A major issue with the university, said the report, was that of inadequate control over cash. In many instances, it stated, updating of cash books were found to be many months in arrears. As a result, bank reconciliation statements were never up to date, with many of the bank accounts yet unreconciled before the introduction of the Treasury Single Account (TSA) in 2015. This also ensured that the accuracy of the balances transferred could not be ascertained.
 
Another symptom of the financial malaise was found to have manifested in flagrant disregard for the banking procedures in the university’s approved accounting manual. The university’s chief cashier serially failed to adhere to the rule of daily banking of daily cash takings.
 
“For instance, the sum of N760,000 for 11 June 2013 was banked on 12 June 2013.  We also observed that there was an instance of unbanked receipts (N24million) being carried forward from July 2009 to June 2011 on Miscellaneous Account – Wema Bank, Bodija Ibadan,” said OS Professional Services.
 
Many revenue heads were found to have been omitted from the TSA e-Collection Platform. The omission was discovered during the auditors’ detailed review of Remita TSA Online Platform. They further observed numerous instances where cash  collections were undertaken by the bursary instead of using the e-collection platform. This was in spite of the fact that the university has been migrated to TSA e-collection platform.
 
Evidence of the rot was similarly noticed in the university’s Grants Unit, which is said not to maintain an up to date cash book, limiting prepared bank reconciliation statement to the last update of the cash book. The auditors observed that decreases and increases in the value of quoted investments were not captured in the university’s books. 
 
For instance, the report said, a quoted investment made at N77 million still appeared in the account at the cost of purchase despite a dip in its market value.
 
The institution’s bursary favored cash collections and deposits into various bank accounts with Deposit Money Banks (DMBs) despite e-collection platform provided by Federal Government. This was being done in contravention of directives that all Federal Government parastatals and agencies must migrate revenue and cash collections to e-collection platform on the TSA platform.
 
Many instances of such were captured in the audit. The auditors observed that bank accounts operated by the university with First Bank, Skye Bank, for example, were operated up to March 2016 and in clear contravention of Federal Government directives on TSA that all bank funds should be mopped up and all accounts closed, with monies transferred to TSA account with CBN
 
“From the schedules provided, it was confirmed that the balances over N2 billion from 22 bank accounts of deposit money banks (DMBs) were not credited by CBN. Although there was no valid documentation from the authorities of UI protesting this anomaly to the representative deposit money banks and CBN, we are, however, circularizing the CBN and the DMB accounts involved to verify and confirm this development,” the report said.
 
In addition, the university management was found to have breached TSA documentation procedures for transfer of funds to CBN. While these require notification to the OAGF, the university management refused to follow them.
 
Deposit account balances not transferred to the CBN were found not to have included fixed deposit accounts and those related to accounts domiciled with the U.I Micro Finance Bank Limited.
 
The closing balance of the institution with CBN (TSA CBN Account 10034303000101),prior to TSA transfer mandate, the auditors said, could not be determined. Neither could the university management provide bank reconciliation of the account. 
 
“We could not validate the balances on this account at 15 September 2015. We are circularizing for confirmation,” said OS Professional Services.
 
Unauthorized overfunding was found to have been part of the repertoire of financial misconduct of the University of Ibadan management. The university, noted the auditors, received total budgetary personnel cost allocation of N60.53billion and spent N55.10b on personnel emoluments. 
 
The total overfunding of N5.1billion was done for the period reviewed. The first four years, noted the report, recorded an over funding of N1.50billion, N1.40 billion, N1.90billion and N1.16billion respectively. Two years, 2014 and 2015, recorded underfunding of N.396 billion and N404 million, respectively. 
 
The overfunding of N5.95 billion for 2010-2013 was carried out by the university management without relevant government approvals.
 
Relatedly, the sum of N2.1billion on earned allowance was paid between 2013 and 2014 outside payroll system and the relevant Pay-As-You-Earn tax deductions were not made before payments to the university staff.
 
A glaring absence of senior management review of receivables, debtors and cash advances was observed. The audit firm noted that these are neither reviewed by any senior officer in the university’s bursary nor is there a designated officer with the responsibility for the collection of overdue balances owed to the university.
 
The audited financial statement (AFS) as 30 June 2012, said OS Professional Services, indicated that cash advances rose from N1.294 billion to N1.657 between July 2011- June 2012, an equivalent of 91.49% of debtors and advances balance for the period. 
 
Their report also recorded that sum of N1.036billion in debt has been static since 2008. The major constituent of this balance, said the report, are student departments, salaries and wages control, bursary loan account and sundry deductions for which the university respectively has N89 million, N432 million, N104 million and N292 million as balances.
 
The university equally has a static balance of N83.17 million since 2008.
 
Of this sum, N40.9 million, it was noted, represents the difference on foreign exchange and the balance of N42.2 million various internal accruals.
 
Yet another item in the portfolio of rule breaches by the university management is non-compliance with statutory payments. According to the audit report, total creditors and accruals balances for Financial Year (FY) 2010, 2011 and FY2012 stood at N 0.848 billion, N1.4 billion and N1.5 billion respectively.  Over 80% of the aggregate amount, said the auditors, represents statutory deductions for Pay-As-You-Earn tax, Value Added Tax, Withholding Tax, Industrial Training Fund and unified pension contributions.
 
The audit firm, however, stated that it could not carry out further review for subsequent years owing to absence of financial statements. It stated that it planned to write to the statutory creditors to confirm outstanding liabilities.
 
One of such creditors is the Oyo State Board of Inland Revenue (OYBIR), with which the university is involved in a legal dispute over on outstanding tax liabilities hovering between N3 and N4 billion.
 
Despite spending N12.5billion between 2010 and 2015 on capital assets financed through Federal Government budgetary allocations, Tertiary Education Fund and internally generated revenue, the university could not boast of a fixed asset register for its fixed assets.
 
What the auditors found was the practice of over-insurance and under-insurance of assets such as buildings, equipment, furniture and fittings.
 
An insurance policy taken by the university on buildings, equipment, furniture and fittings in 2010 cost N2.4 billion in 2010. Three years later, it rose to N6.8billion and curiously had the same value in 2014, 2015 and 2016.
 
“The university’s asset register was not updated. Neither was an assets revaluation carried out. Therefore, the sum insured is very much lower in our estimation than the value of the items insured,” explained OS Professional Services.
 
The lack of transparency was visible in many of the Public Private Partnership (PPP) agreements entered into by the University of Ibadan management, the auditors further disclosed. They include the provision of private hostels and 10 Megawatts solar power generation capacity.
 
While the auditors admit that the PPP agreements have the potential to impact on student-related income and internally generated revenue of the institution, they, however, said the management of the university’s bursary failed to make available any of the PPP agreements for review. As such, they could not assess and comment on the revenue sharing arrangements.
 
Touring advances granted to university staff for local and overseas travel were found to be the subject serious abuse. The grant process, the report said, lacks proper accountability, as there is no effective expenditure retirements. Such advances are said to have been used as sources of unauthorized staff loans/credit because the unretired funds ended up being deducted over a long time from staff salaries. 
 
One Mr. A. O Sokubi, a  staff of the Animal Science Department, was found to be having an outstanding balance of N2,611,500 since 24 November. 
 
He was subsequently granted an additional N600,000 and N2,000,000 on 11 July 2013 and 18 November 2013 despite carrying an unretired balance of N2,611,500 since 2012. He is said to be paying back the sum of N30, 000 from his monthly salary.
 
Similar lack of fidelity was evident to the auditors in the university’s procurement processes. The audit team, for instance, had no access to records for micro supplies and services contracts. This, they noted, is contrary to Public Procurement Framework and Guidelines issued by Bureau of Public Procurement (BPP), which emphasize that procurement of goods and services must conform with the public procurement guidelines.  
 
“Micro procurements  at various  academic units and service points were not in compliance with BPP guidelines and documentations are not kept in line with Public Procurement Act requirements for procurements falling within such thresholds,” the report disclosed.
 
Closely related to this are contract splitting and other contraventions of of Public Procurement Act 2007. 
 
The university’s Public Procurement Committee and Tenders Board was found to have engaged in contract splitting  in a number of major contracts, a breach of Section 58(4) of the Act, which criminalizes the splitting of contract for goods and services in order to remain within the approval thresholds of less than N250 million. The practice also spills into bid rigging and tender evaluation manipulation.
 
The review of the tender processes by the auditors showed that the same crop of contractors has been winning bids and are engaged to execute projects for which they have no expertise. According to the auditors, this puts a big question mark on the transparency of the tender evaluation process.
 
Budget and Variances not measured
 
Equally deemed flawed is the university’s budgetary control mechanism, which was said to be characterized by improper transactions recording and accounting entries in the expenditure control cards. The auditors were unable to find actual budget performance reports for 2010-2015 in the university.
 
What was found during a review of financial information was overspending on a number of vote items. OS Professional Services said it was informed by the bursary management that this was due to re-allocations between vote items. 
 
“Virement without due government approval is prohibited in the Federal Government financial regulations,” said the auditors.

Although the Chileans continued to press in the second half, the Germans held on to victory. 

Portugal earlier in the day clinched third place, with a 2-1 win over Mexico.

TENSION AS FEAR OF JOB LOSS GRIPS ETISALAT EMPLOYEES.

According to a Sunday Punch report, some Etisalat employees have begun seeking  job opportunities in rival telecommunications companies after Hakeem Belo-Osagie resigned as its chairman on Fridday.  
 A reliable source at Etisalat told Sunday Punch on Saturday that the workers’ action was borne out of uncertainty in the company and fear of job loss.  

“The search by some Etisalat workers for opportunities in other telecommunication companies began in March when some banks threatened to occupy the company over a loan that was long due for repayment. “However, more than half of the company’s staff population joined the race to quit after news got to us  on Thursday night that the chairman (Belo-Osagie) had resigned.”  

She added, “From what we gathered, the resignation of the chairman will pave way for legal and operational restructuring as well as the sacking of many people. We want to leave before the sack comes.”  

The Etisalat employees are taking the step despite the Central Bank of Nigeria’s assurance to them that it will prevent any retrenchment of workers as possible fallout of the ongoing restructuring being undertaken by the company.  

Efforts made to get the comments of the Vice President, Regulatory and Corporate Affairs, Etisalat Nigeria, Ibrahim Dikko, were unsuccessful as he did not pick his calls.  

He had also yet to respond to a text message sent to his mobile as of the time of filing this report.  

When contacted, the Chairman, Association of Licensed Telecoms Operators of Nigeria, Gbenga Adebayo, appealed to all parties involved in the loan crisis to resolve the issue in the interest of consumers and the economy.  

According to him, Etisalat’s financial crisis is similar to the Mobitel crisis of 10 years ago, “where a loan taken by Mobitel from the defunct Intercontinental Bank resulted in receivership and eventual collapse of the company and death of its chairman, Charles Joseph.”

 “Some policies of government such as multiple taxations, Right of Way, among others, do not favour the telecoms industry and this is indeed the remote cause of the Etisalat crisis. “Part of government’s policy on forex is responsible for the state of the telecommunication industry. The issue of Etisalat with banks, which I don’t want to speak much on, is a typical example,” he added.

Popular Nigerian singer, Douglas Jack Agu, who is popularly known as Runtown, has emphatically denied that he sold the chart-topping song, Aye, to Davido.

The song, which was one of the biggest songs of 2014, was sung by Davido, but many industry insiders hinted that Davido bought the song from Runtown in exchange for Davido featuring in Runtown’s first hit, Gallardo.

However, Runtown still vehemently denies that he wrote the song. In a recent chat with Sunday Scoop, he said, “I don’t sell songs; I just write for myself. I don’t know about the claim by some people that I sold the song, Aye, to Davido.

It’s absolutely not true. Even Davido would tell you that he did not buy the song from me. Besides, if he bought Aye from me, what about his other songs; did I sell those ones to him too?”

Speaking on the rave reviews he is currently getting, Runtown said, “It all started last year when I dropped Mad Over You. I worked so hard last year, and I’ve been doing the same thing this year. Mad Over You was the only song I released last year because I had to channel all my energy into just one song that would change the game for me. And since then, everything has changed. I’ve had other songs after it like Painkiller, Alhaji, and For Life, which are all doing wonderfully well out there.”

On if he would be collaborating with foreign artistes, he said, “I’ve already being working with a couple of artistes, not just from the US, but Europe and other parts of the world. I have an EP that I would be releasing later this year and that’s pretty much it for me.”

GOV. FAYOSE SACKS HIS ENTIRE COMMISSIONERS.. ORDERS THEM TO HAND OVER TO THEIR RESPECTIVE PERMANENT SECRETARIES

The Ekiti State Governor, Ayodele Fayose, in one fell swoop, has directed the immediate dissolution of the State Executive Council.

According to The Punch, this was disclosed in a terse statement signed and made available to journalists in Ado Ekiti by his Special Assistant on Public Communications and New Media, Lere Olayinka.

The statement said, “All the former Commissioners are directed to hand over to the Permanent Secretaries of their respective ministries.

 “The governor thanked the former commissioners for their service to the State and wished them well in their future endeavours.”

The statement did not disclose reasons for the sacking of the commissioners.

3 SUSPECTED BADOO CULT MEMBERS BURNT TO ASHES IN IKORODU

Angry residents went berserk in the early hours of Sunday, lynching three suspected members of Badoo cult in Odogunyan, Ikorodu, Lagos.

It was learnt that the suspects were caught at about 2am in an SUV and flagged down by the residents who were doing stop and search around Odogunyan junction. Our correspondent gathered that a big stone, diesel and a cutlass were found in the vehicle.

The suspects reportedly could not offer any explanation on what they used the objects for and where they were heading to. They were subsequently beaten up and burnt to death together with the vehicle.

The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole confirmed the incident, urging residents to desist from jungle justice.

Meanwhile, the PPRO said over 100 Badoo suspects had been arrested across Ikorodu, adding that investigations were ongoing to screen out innocent persons among them.

 "And these days, that's possible. “This trend has really come about in the last six months – a year tops.”   The expert blames sheer shirts and celeb style for the rise in boob surgery.   It’s fuelling a desire for smaller more symmetrical areolas and stand-out nips.  

He told Daily Mail Online: “You see a lot of celebrities now wearing see-through dresses.

 “My patients come in with pictures from magazines of nipples that they want; they want to wear see-through dresses too, and that makes them take a closer look at their n*pples."   The surgeon continued:

“For want of a better word, they want headlights. “I’ve had a number of women tell me that, when they're wearing a bathing suit, they want their nipples to be more prominent.”  

Other procedures include reversing an innie nipple to an outie and even changing the colour to lighter or darker.   Meanwhile this isn't the first trend to put womens' chests in the spotlight.   

Glitter boobs – or “disco t*ts” as they are affectionately known – emerged as this summer’s hottest festival trend.   As temperatures are soaring, lasses have been shedding the clothes, flaunting their assets and putting sparkly paint on their chests.

Publicity Secretary of the All Progressives Congress (APC), Ijumu Local Government Area, Mr. Gbenga Bright, in a press statement alleged that there was “desperate move” by the state government to stop work at the Kogi-west constituency office being built at Kabba, the headquarters of Kogi-west by Senator Dino Melaye.  

“Information reliably gathered had it that the governor issued a directive to the GM, Kogi State Town Planning and Kabba Bunu LGA administrator, Mr Moses Tolorunleke, via Kabba/Bunu Local Government Council town planners to issue (a stop work) directive with their satanic intention to frustrate the finishing torches going on at the site”, he said.   

He said the Kogi-west constituency office, was supposed to have been officially commissioned yesterday, July 1. 

“I also wish to inform the public, our esteemed party leaders, members and the loyal electorate of Kogi-west senatorial district that all necessary legal rules, payment and processes of town planning procedures for the project were done satisfactorily, and all papers given to us before the commencement of the building which is now due for commissioning.

 “Senator Dino Melaye is bringing development to Kabba town, and a governor who hasn’t done anything positive for Kogi people, despite huge resources collected so far, is attempting to stop development and progress. 

“Surely, this move by the Kogi State government is not in tune with the yearnings and aspirations of the good people of Kabba and Kogi-west in general,” the statement said.   

Responding, the General Manager of Kogi State Town Planning and Development Board, Yisau O. Aliu said the recent clampdown on violators of town planning laws in the state has no political undertone as being alleged. 

 “We want to state categorically that the state Town Planning and Development Board is not a political body but a government agency with clearly stated and defined mandate”, he said. 

 He said the building plan was submitted by the agent of the developer but that it fell short of necessary requirements.  

 “The agent was advised to seek alternative site or possibly acquire more space to meet up with the required ratio and process relevant title documents but he failed to adhere to the directives and went ahead to develop the said site.  

 “Several ‘stop work’ notices were served without response from the developer or his agent. The State Town Planning and Development Board had no option than to enforce relevant laws, hence, the marking of the structure. 

“Mr. Gbenga Bright did a massive disservice to the public by attributing the marking of the building to politics when all available facts point to gross violation of town planning laws by the developer. If the building is allowed, it will constitute a great danger to its inhabitants and immediate environment. 

 “As a senator of the Federal Republic of Nigeria and an anti-corruption crusader, it is expected that he will fight against any act of law infringement.   

“We expect the senator to lead the fight against lawlessness and recklessness on the part of people in high places. No amount of blackmail can force us to succumb to the blatant irregularities which characterized the development of the said constituency office of Senator Dino Melaye.

The law is a no respecter of anybody,” Aliu said.

NIGERIAN NAVY RECRUITMENT EXERCISE FOR 2017 BEGINS

The exercise commenced today, July 1 with the Nigerian Navy opening its online portal, l for the free registration exercise.

As released by the security organisation, applicants for this year’s exercise possess at least one of the following:

 1. West African School Certificate/Senior Secondary School Certificate.
 2. General Certificate of Education Ordinary Level.
 3. WAEC City and Guilds or London City and Guilds.
 4. Ordinary National Diploma (OND).
 5. Any other educational qualification equivalent to those mentioned above.

The Navy said while all applicants are to produce their primary school leaving certificate. For the exercise, applicants with HND, higher educational and professional qualifications are not qualified according to the Nigerian Navy.

Apart from this, “the applicants must be between the ages of 18 and 22 years at the time of entry into the training school for school certificate holders, while 24 years of age is the acceptable limit for those with higher qualifications like Nurses, NCE holders, ICT professionals, etc.

“Candidates are therefore warned that it is an offence to declare false educational /professional qualification. This attracts outright withdrawal or dismissal and hand over to civil police for prosecution.

“Any certificate or qualification not declared or tendered and accepted during the recruitment exercise is not acceptable after recruitment and cannot be tendered for the purpose of change of branch or advancement while in the naval service.

“Only qualifications obtained through proper service provisions are tenable after joining.” 

The requirement stipulated further that the applicants must be single and not have children before joining.

The applicant are to print out the parent/guardian consent and local government attestation forms. Also to be disqualified are applicants with short sightedness, ear problem, previous orthopaedic operation, flat foot, below the required height of 1.70 for males and 1.67 for females, fracture, stammering or any natural disability.

None of the applicants should have any previous conviction by a court of law on criminal charges.

Acting President Yemi Osinbajo has reportedly granted approval for the appointment of 14 new Resident Electoral Commissioners (RECs). The newly appointed would be joining their colleagues at the Independent National Electoral Commission (INEC).

TIOTE'S DEATH IS A LESSON TO ALL OF US - KANU NWANKWO

Former Super Eagles striker, Kanu Nwankwo, has urged Africans to become more aware of heart-related diseases, following the untimely death of Ivory Coast international, Cheick Tiote.

Tiote collapsed and died last month while training with his Chinese club, Beijing Enterprises. Kanu recalled how Cameroon’s Marc-Vivien Foe slumped and passed away, while playing at the 2003 FIFA Confederations Cup. 

The 40-year-old who established the Kanu Heart Foundation, also revealed his plans to build five specialist hospitals across five African nations including Nigeria. 

“I’m talking to friends so we can do something to create awareness to try to help children in Africa,”

Kanu told BBCSport. “Tiote’s death was not good news. It’s not the first time it is happening.

 “We lost Marc-Vivien Foe. He died and nothing was done. Tiote is gone and nothing is being done.

 “One man can not do everything. What happened to Tiote is a lesson to us all. We can’t let it go on like this. We should talk more about it, information needs to get out there because the problem is huge.

“Our dream is to build a hospital in Nigeria and four other countries in Africa.

 “The funds have been the issue but if we can make it happen it’s going to help a lot because right now we are taking the kids to India and it cost a lot.”

IBRAHIMOVIC FINALLY CONFIRMS HIS EXIT FROM MANCHESTER UNITED

Zlatan Ibrahimovic has officially confirmed his Manchester United departure. The Swedish striker became a free agent on Saturday after one-year at Old Trafford expired.

Ibrahimovic enjoyed a brilliant season with United, scoring 28 times in all competitions.

The 35-year-old looked set to sign an extension, but a season-ending knee injury in April saw plans shelved. He has now announced he will be moving on via his Instagram page.

Ibrahimovic uploaded a picture of him celebrating one of his many goals for the Red Devils and wrote: “I came. I saw. I conquered.”

 Atletico Madrid have already been linked with a move for the player.

FIRE ENGULFS FEDERAL MINISTRY OF HEALTH SECRETARIAT ABUJA

Barely a week after the House on the Rock church in Abuja caught fire in the afternoon of Sunday June 25, the building housing the Federal Ministry of Health has been engulfed by fire.

According to an eye witness at the scene, who spoke to Premium Times, firefighters are at the scene trying to put out the inferno.

Officials of Nigerian Fire Service arrived the scene with several truck battled to put off the fire which continued despite heavy rainfall.

The cause of this fire outbreak is yet unknown.

WHY FRANCE SUPPORTED BIAFRA DURING THE CIVIL WAR (1967 - 1970) - REVEALED

The real reason France supported Biafra during the 1967-1970 civil war has been revealed.

 The revelation was made in a war-time memos compiled by the US Central Investigation Agency, CIA.

In the compilation, French Secretary General for African and Malagasy Affairs, Jean Mauricheau-Beaupre was quoted as saying that French’s support to Biafra as it fought to break away from Nigeria was not in defence of its secession cause — even though it had a humanitarian appeal.

He said the European country’s support was due to the desire to have access to the region’s oil. He said, “France supported Biafra because of the oil and ERAP, but not the Ibo revolution,” referring to Emergency Response Action Plan, ERAP. 

Mauricheau-Beaupre was further quoted in the memo as saying French support was merely given to a “handful of Biafra bourgeoisie in return for oil.”

As the hope of Biafra breaking away increasingly seemed lost, he ruled out the possibility of a guerilla war in the region, saying there was no popular support in the region.

He added, “The real Ibo mentality is much farther to the left than that of Ojukwu and even if we had won, there would have been the problem of keeping him in power in the face of leftist infiltration,” referring to the Biafran warlord, Chukwuemeka Ojukwu.

During the 3-year-old war, nations that supported Biafra openly were, France, Gabon, Tanzania and Ivory Coast.

SINGER KOKER SPEAKS ON LADIES SENDING HIM NUDE PHOTOS ON SOCIAL MEDIA, HE ALSO TALKS ON HIS WORST FEAR IN LIFE

Fast rising singer, Koker, seems to set his eye on the prize and nothing is slowing him down in his quest.  

Ever since he released his hit song, ‘Do something,’ the singer has kept the pace releasing hits after hits.   In a recent interview with Saturday Beats, the Wavy singer, said that his celebrity status has made his social media account a circus of some sorts.  

“On social media, some people ask me for crazy things and they forget that I am human. If possible, they could ask for my heart. Some ask for money genuinely and if I can help out, I do so, sadly, if you cannot help some people, they begin to insult and curse you. Some ladies just randomly send me nude pictures,” he said.  

The singer was quick to add that once a person is focused on his goals in life every other thing not pertaining to the set desire becomes a distraction.  

He said, “The ladies are special people and anytime I come in contact with any of them that tries to show me love, I always reciprocate. If they want to take a picture with me, I would oblige them but there would be nothing beyond that. To be honest, it is not easy because any new level in a person’s life attracts more attention from the female folk. People would want to be associated with you but it is left to you to stay grounded and know what is good for you. Once you have a focus, all these things would be mere distraction.”  

When asked about his worst fear in life, the singer said that he had only one and that it is for him never to be complacent in life.

 “I have the fear of going back to where I came from; I aspire to be greater everyday. I am never contented with any achievement and there is no time to be complacent. Above all, everything that I am today has to do with God. I would not want to over-emphasise the fact that I came from nothing and I am heading somewhere. I was just like every other person back then when I was in UNILAG hustling. I had to pay people money to perform. I sold my bed space to get money to record in the studio and there were so many people that laughed at me because they did not believe I would get to my desired destination in life. People did things to me that were hurtful enough to make me feel discouraged but I tried to pull through. I sold wristwatches at a point to make more money,” he said.
